In an alternate timeline that never was...During a War with seemingly no end.. the was once a Renegade of time and space, a Lord of Antimatter, whose disembodied spirit joined once with the DNA of a Timelord, and died seemingly on Earth, yet in this part of history we know, but what of the history that ceased to be, or rather that could-have-been?
In an insane plot by the cult of Omega, certain Time Lord factions got their hands on the vortex transmat used by the C.I.A. (Celestial Intervention Agency). They simultaneously beamed in a duplicate decaying body form, and salvaged the body of Omega, just before his death, they inducted his mind into the Matrix. There he lay dormant and contained within the dark recesses of the system, closed minded, and plotting his return. During the height of the Great Time War with the Daleks, it was the Cult of Omega that made the Validium material available, and the DNA Block transfer Generators necessary for creating a living modeled body based on the DNA recovered from the failed Doctor Copy, yes, that body that mind once inhabited was a living metal DNA replica of the Doctor himself, with the mind of Omega behind those golden glowing eyes!
They might well have called Omega, The Universal King, or possibly the Victorious Warrior King, or even The Time King Eternal, but no, sadly, the defeat of the Daleks was a battle so great, and atrocities so massive in scale, Omega was a sly cunning, and charm that oozed sinister, yet elegant, that in that time line that never was, and those soldiers, souls of the matrix of unspeakable Validium bodies, subject to omega's Will and his alone, now sadly only , now sadly only EVER referred to as the Neverweres. Omega gave his life after being stopped by the Doctor, to restore a new timeline so the war could continue but in a shinning new direction, he would only be remembered by a small few and some of those few became meanwhiles meaning well but sadly misguided. They in so much as affected a new resurrection of Omega in a future time line that was also lost, thus Omega is now only referred to as the Could-have-been King, for he gave his life to restore an new reality in which the mantle of savior and victor lay in the hands of an old friend, and by Omega's design a Soon to be revived Rassilon, in a newly regenerated body! For his tower did not contain his dead body, merely his life functions slowed so much so that when awoken, he instantly had to regenerate.

Yes (his mouth moves-nod to Arc of Infinity Budget constraints..LOL) His voice is slightly modulated, it sounds more like an englishman, then a Dalek, or Cyberman.. He is highly intelligent, and thinks in terms outside of the normal. His plans are multilayered and he is more then a match for the Doctor, and the one Timelord who could have survived the Timewar, even if his newly forged body was destroyed. What if Omega decided to forge a new body, one made from a Tardis validium, a living metal body, which could tie itself to time and the vortex!
