For a slightly more detail vs wouldn't it need on the plan blueprint , a cyclinder within a cyclinder , specifically a inner rotatable cylinder of which has a doorway or one alternatively either side of it , like the ball valve on pneumatic/hydraulic tap valve's ? So when the inner cylinder rotates ie the inner cylinder's 2X orifices line up with the outer structure cyclinders' single lone entry orifice , this conjunction allows pedestrian entry from the outside universe and also allows viewing from the outside universe into the TARDISs' control room or vice versa viewing , and so through and past the transdimensional threshold interface of grafted extra space , and on into the TARDISs' artificial bubble universe of a large artificial space , which Is nested "within" a small natural universe portion of space(ie the visible outer tardis exterior).
Also logically and predating TARDISes this transdimensional entrance exit "enexit" points like on the TARDISes' would also be used in timelord cities , intermingled with real external world dimensions of structures. eg the offices of the CIA Celestial Intervention Agency would be within the city but would be invisible and be connected as a high security extra bubble universe's to it.
so in these high security areas or rather volimes , only those with Triclinic etc passcodes would be able to enter and then also via secret transdimensioanl doorways/portals .
And those on the outside real universe would not even think they exist as out of sight , so out of mind. Such transdimensional pocket universe engineered building precincts would be static in geographic nature and not need time travel functions either.
They would be called PARDISes's as Precinct And Relative Dimensions In Space .
Would mean the death of Real Estate Lack of as , real estate can be cojoured up out of mid air with string energy engineered to form bubble universe extra real estate. So a population of millions or billions could exist inside the real world small city , via extension's to real world of transdimensional insides of artificial bubble precincts. Our current best space gaining technology for like real estate residences is high rises like New York and Chicago cities , but in the future transdimenional bubble space enginnering will be possible.
This is probably how immortal hyper intelligent life will survive , when this our real universe "dies" or changes for the worse with heat death (entropy cooling) in 100'S of trillions of years time, ie by making lifeboat bubble universes. But these then artificial universes will be universes in their own right. Celestial Havens , real Heavens.

4) Time Capsule Shipyard's (shipwrights) there in the ergosphere , especially fiting the TT-40 with the singularity copy , ie actual entangled power conduit ? , which is probably based on Galifreyen transdimensional spatial engineering of string energy also.🙂
