At The center of the Eye of Harmony is a mini copy of a quantum singularity, artificially generated and sustained with power from the original eye of Harmony on Gallifrey. After the Time War the engines of the Tardis must draw power from alternate sources as the singularity is only used to sustain the artificial relative dimension, and can no longer be used to power the massive quantum trans-warp engines.
